Maryland Society of Surveyors (MSS) has recently contacted Virginia's Department of General Services expressing "deep concern" for a recent request for proposal (RFP). This multi-state solicitation, according to MSS President Rena Butler's letter, violates Maryland's surveying law by including services that meet the state law definition of the practice of surveying without requiring a licensed surveyor, and requesting prices in violation of Maryland's professional services qualifications based selection (QBS) law, as well as similar laws in other states.

After Butler's letter, The Maryland Board for Professional Land Surveyors (licensing board) voted during their May 2018 meeting to investigate the multi-state drone RFP for including services that fall within the Maryland law definition of the practice of land surveying, but not requiring a licensed surveyor.

The National Society of Professional Surveyors, North Carolina Society of Surveyors (NCSS) and the Virginia Association of Surveyors (VAS) have also filed grievances against the Virginia Department of General Services multi-state drone RFP.
